Update on Residence Permit Applications of Foreigners in Istanbul

By Justin Mays:

Following the news article we posted on 18 Oct, 2022 relating to Suleyman Soylu’s, Turkey’s Interior Minister, statement. He mentioned the closure of a further eight Istanbul districts (Avcilar, Basaksehir, Kucukcekmece, Bagcilar, Bahcelievler, Sultangazi, Esenler and Zeytinburnu) for residence permits. An official update has been issued regarding residence permit applications for foreigners in Istanbul by the government of Turkey.

On 19 October 2022, the goc.gov.tr website stated that “Foreigners who have a contract of promise of sale of immovable property before the date of restriction and acquire title deeds after the restriction date, provided that the immovable property is in the counties enumerated, and foreigners who have a residential title deed in the said district before the restriction date and apply for a residence permit for the first time after the restriction date and their family members defined in the Law No. 6458 within the scope of Article 31/1” can acquire residence permits.

  • “Applications of foreigners who receive inpatient treatment and give their hospital address as their residence address,
  • Applications of foreigners who purchase immovables worth 400,000 USD for investment purposes and their family members defined in the aforementioned Law,
  • Residence permit applications of students registered in universities in the counted districts or in institutes/faculties/colleges of universities in these districts,
  • Residence permit transition applications to be made within the legal period in order to change the type of active residence permit in the counted districts” will also be accepted for residence permits.

It further stated, “The first residence permit applications made as of 20.10.2022 will not be accepted.”
